Uniformed people who have sworn authority to command civilians—or other uniformed people—can interrupt public behavior for the public good. Thus, they have an edge in a chaotic situation. They can at least moderate disorder simply by ordering it. Using “order” in this sentence has the double meaning of a traffic officer ordering a maelstrom of drivers to proceed in a more orderly way. Some other “o” verbs that might have been used—such as organize, orchestrate, overcome—lack the authoritative voice implicit in “order.”
